Support Project to the Kuwaiti National Assembly
What is the project about?
Within the framework of the cooperation between the United Nations Development Programme and the State of Kuwait and the high interest in activating the role of the National Assembly in exercising its legislative, oversight and representative functions, the two parties agreed on implementing the “Support Project for the National Assembly Secretariat”.
The project aims at strengthening the capacities of the National Assembly Secretariat for better parliamentary practice that could contribute to the country’s five year National Mid–range Development Plan (2010 to 2014) as part of the strategic vision for Kuwait in 2035. Achieving this objective will include developing a long-term training plan to strengthen the National Assembly Secretariat in which the establishment of a Parliamentary Training Center plays a big role.
SUPPORTING THE SECRETARIAT OF THE NATIONAL ASSEMBLY
UNDP’s support to the National Assembly focuses on institutional strengthening of its Secretariat by utilizing regional experiences and best practices to draw organizational structure of key departments defining their proper roles and responsibilities.
DESIGNING OF THE PERFORMANCE EVALUATION SAMPLES FOR THE SECRETARIAT STAFF
UNDP designed the samples for the performance evaluation of the National Assembly Secretariat. This included the analysis of the supervisory and administrative jobs through the electronic system, distribution of the passwords for entering the system and the electronic results analysis and information classification, and the evaluation of the staff performance.
DEVELOPING THE TRAINING MAPS FOR THE NATIONAL ASSEMBLY SECRETARIAT
UNDP developed the training maps for the National Assembly Secretariat, which included the designing of the training maps for all jobs, identification of the regulations governing the movement through and between the training maps, and preparation of the initial training maps manual.
EVALUATING THE CAPACITIES AND PROCESSES OF THE NATIONAL ASSEMBLY TRAINING DEPARTMENT
UNDP evaluated the capacities and processes of the training department of the National Assembly. This evaluation entailed the following: (1) reviewing the main problems and challenges and adding new ambitions and maps for upgrading the services offered by the department, (2) collection and analysis of the information and basic samples
related to the annual work plan for training the leaders and staff of the National Assembly, (3) identifying the specialties of the training department staff and the type of the training and development programmes that they have passed, (4) revision and analysis of the procedures and steps of training needs identification, (5) revision and evaluation of the efficiency of the samples and procedures of the collection of information and visiting cards of the administrative leaders in the different sectors of the National Assembly, (6) designing of samples for collecting data for training needs identification and contribution in the preparation and designing of the annual work plan, (7) evaluation of the organizational structure of the training department in relation to the needs and the current situation, (8) investigation of the types of facilities and preparations available for the department for achieving its objectives, and (9) review of results in the light of the department needs and goals.
In the future UNDP will provide support in the following areas:
• Support the establishment of the parliamentary training centre;
• Assessment of the training needs for the parliamentarians and the provision of the appropriate training;
• Revision of the National Assembly administrative regulations;
• Support of the library;
• Support of the documentation department;
• Development of a system that guarantee the flow of information between the parliamentary department and the United Nations to allow the National Assembly to benefit from the UN’s best practices and lessons learnt in the area of parliamentary development.
