Implementation of the long term national traffic and transport sector strategy for Kuwait

What is this project about?


The unsustainable transport system in Kuwait has generated negative implications such as congestion, accidents, vehicle emissions, and economic cost of over $9.5 billion per annum.

The project aims to develop an efficient traffic demand management  , road safety and enforcement system, integrated information system, institutional reform, efficient taskforce, and monitoring and evaluation system that will assist planning, implementation and management of sustainable transport system .

The Project will create an electronic system to overcome current manual-paper data practice,  improve planning and design process, analyze information, reduce severity, frequency, and cost to the community of road accidents, alleviate congestion, optimize movement of people and goods, strengthen law enforcement, and reduce gasses which contribute to climate change, with Geographical Information System (GIS), which will be made available through website, mobile phones, and reports to a wide audience including planners, engineers, researchers, students, NGOs, political leaders, decision makers, and community.

The project also aims to improve capacity of the stakeholders in understanding traffic problems based on evidence and research, evaluate performance, strengthen coordination, and promote better initiatives and community awareness for efficient policy development, implementation schemes and reduction of negative socioeconomic costs. The project has been built on the outcomes of a feasibility study, and achieved 97% of its 2013 Work Plan components.

The project has become Government commitment before HH the Amir, Ministers Council, National Assembly, community, media, and Arab and Gulf Interior Minister Councils.

It has fulfilled requirements of the UN Decade of Action 2011-2020 Plan which has been endorsed by Kuwait, and requirements of the UN General Secretary's Post-2015 Plan, which will replace the Millennium Development Goals.

What have we accomplished so far?

Policy Reform and Project Impacts Nationally

1. UNDP Role and Value Added
Involvement of the UNDP in the projects has added value in various areas such as providing high level policy advice, engagement of highly qualified international consultants, enhancement of procurement process, engagement in institutional reform and legislations, efficient coordination with stakeholders and Ministers Council, and transfer of knowledge.

2. Development of Integrated Data Management System
The objective is to develop an efficient tool to support practitioners and decision makers in tackling traffic problems, including traffic operations, enforcement issues, transport services, and international border information.

 
3.National Traffic Engineering and Enforcement System
The objective is to enhance movement of people and goods, optimize transport system efficiency, alleviate congestion, vehicle emissions control, improve traffic law enforcement and human resources development.

4. National Road Safety and Blackspot System
The objective is to minimize severity, frequency and cost to the community of road traffic accidents in line with the new UN Decade of Action Plan 2011-2020 through road safety program and development of a national blackspot system to introduce more efficient “safety-conscious” road design and traffic management system - on the basis that: “Prevention is better than cure”. The 2015 Goal has been defined to reduce road traffic fatalities by 30%.

5.Institutional Reform and HR Development
The objective is to enhance the capacity of General Directorate of Traffic, and establishing new National Transport Authority, including new organizational structure, institutional needs and building of national task force.

6.National Traffic Awareness Campaign
The objective is to advance the community awareness on the use of the road and transport networks.

7.Monitoring and Evaluation System
The objective is to monitor performance and efficiency of the action plans against the required targets.

Key Operational Achievements in 2013

The National Traffic Transport Strategy (NTTS) has become the Government commitment before HH the Amir, Ministers Council, National Assembly, community, media, and Arab and Gulf Interior Minister Councils. The project is a practical tool to provide information, guidance and assistance to the planners, designers, managers, and decision makers. The project personnel participated in institutional reform process through development, revising and finalizing the legislation of the new General Transport Authority. The legislation of the new General Transport Authority (GTA) has been approved by the Council of Ministers and forwarded to the National Assembly for endorsement.


The key policy reform tasks of the project have included the commencement of the General Directorate of Traffic reform and capacity building with a clear vision for traffic and transport sector during the next 10 years, and linking NTTS to the National Development Plan. This includes efficient transport-urban planning system, integrated information system, reduction of severity, frequency, and cost to the community of road accidents, congestion management, sustainable transport system, efficient traffic law enforcement, building national task force, and Monitoring and Evaluation with performance indicators. The tasks have also included institutional reform to restructure the General Directorate of Traffic (GDT), and establish a new General Transport Authority (GTA).


In 2013, and in the process of achieving the above reforms, the project has achieved 97% of its components of the approved 2013 Work Plan, while continuing to work on the outputs related to developing issues such as unified specifications, traffic management, GIS, data analysis, enforcement, road safety, and congestion. Capacity building efforts included several trainings which were conducted in disciplines not available regionally, addressing specific subjects to fill the gap of local knowledge and enhance skills of the national cadres.1400 practitioners, with over 160 females, from various sectors involved in the traffic issue, benefited from the trainings, including traffic police officers, engineers, teachers, investigators, private sector and NGOs representatives. The specialised trainings included blackspots, police patrol operations, accident investigations, and transport planning issues. The project emphasized the engagement of the leaders, ministers, decision makers and head of departments in the focused training workshops and project activities to advance knowledge and gain support for the required policy reform. Internal capacity building also included 3 female officers working with the project team in the analysis of traffic information, administration, legal affairs, and programming.


The project gave special attention to knowledge products, including the production and distribution of various educational and awareness raising materials, and strengthening credit of the project publications with international ISBN numbers. Over 500 CDs were distributed to promote the project activities and Traffic Law, as well as 2500 booklets and 1000 leaflets, and 3 ISBN documents were distributed at workshops and various events. A Digital database for Sustainable Transport and Road Safety Network Middle East (StRsNet) was created to expand knowledge of local cadres and promote best practice.

Awareness raising activities included the organisation of a workshop during the annual Gulf Traffic Week, and Annual Day of road accident victims, participations at 11 regional meetings, international conferences, ministerial meetings, presentation of the project at various Arab and Gulf States Ministerial and Chief of Traffic Police meetings, and organising of an exhibition at UN Day celebration. As the project promotes the UN Decade of Action Plan in Kuwait, a website has been created by the UN Decade of Action 2011-2020 Team to promote Kuwait as an active country in the Traffic area among 18 other countries.


2013 witnessed significant traffic enforcement improvements as a result of the UNDP project which added value in providing highly qualified international consultants who are not available regionally, and arranged the knowledge transfer of the best international practices. This trust resulted in the Government signing a $16 million cost sharing agreement to channel funds through UNDP as an in-kind contribution for the project expenditure. UNDP involvement enhanced the procurement process for efficient delivery of required goods and services in the most transparent way while avoiding government bureaucracy.



In progress towards achieving the project outcomes, the following outputs were completed in 2013 include:

  • Reduction of road traffic fatalities to 445 compared with the base year of 460 fatalities, reduction of road traffic injuries (transferred by the ambulance) to 8577 compared with 9959 in 2012, monitoring of congestion levels, and reduction of traffic offences to below 3.5 million.
  • A comprehensive procurement plan for services and equipment as well as a detailed RFP with technical and financial requirements were prepared and procurement process initiated.
  • Development of specifications, procedures, protocols, data analysis, GIS, traffic management, congestion, enforcement, accidents and establishment of interagency coordination.
  • Development of a traffic police patrol system to enhance capacity.
  • Blackspot Protocol developed, blackspots identified in several Governorates and treatments commenced.
  • Protocol for identification of blackspot locations according to their priority established.
  • Proposed low cost engineering method for blackspot treatments.
  • Development of uniform interagency guidelines for new and current roads.
  • Develop procedures to assess system effectiveness.

  • Development of traffic and GIS information system, and database.

  • Development of a traffic police patrol system to enhance capacity especially.
  • Development of the Digital Documents and Correspondence Management System.
