UNDP supports the State of Kuwait in Strategic Planning

The General Secretariat of the Supreme Council for Planning and Development spearheaded a long term strategic planning process in 2007 to address the vision of HH Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and the changing international and regional political, economic and social context. The formulation process started in 2007 bringing in the expertise of UNDP, World Bank, Korean Development Institute and tapping into growing national talents.

The General Secretariat has successfully developed a long term strategic vision till 2035 for the State of Kuwait and recently in October 2008 submitted to the National Assembly for approval the first five year strategic plan for the period 2009/10-2013/14.

UNDP stepped up to the support of the Supreme Council for Planning and Development with teams to advise the General Secretariat across all disciplines in the formulation of the strategic vision and five year strategic development plan. From economists to education and health management experts, UNDP team provided analysis and advisory support to the General Secretariat to formulate and evaluate proposed programmes by government institutions, private sector and civil society organizations. The strategic plan formulation process also built extensively on quantitative planning tools which have been established by UNDP at the Supreme Council for Planning and Development.

The formulation process has been successful so far with its' extensive participatory and iterative approach. The General Secretariat of the Supreme Council of Planning and Development and technical advisory teams met with all government institutions, private sector representatives and civil society organizations to solicit and discuss their views and proposed programmes. The people of the Kuwait a wait in anticipation of the verdict of the National Assembly over the proposed national development plan which poses a pronounced change in the direction of state management in Kuwait.
